Video: kite-surfing rig entangled with tall ship in Hood River, Oregon

Hawaiian Chieftan, online based in Grays Harbor, is probably familiar to Puget Sound mariners. She was recently visiting Hood River, Oregon, a major windsurfing and kite-surfing capital.

We’ll have to ask Captain Richard Rodriguez for an assessment of the rules violation involved here.

Tim,

This appears to be an overtaking situation since the kite surfer is more than 22.5 degrees abaft the beam.

The Hawaiian Chieftain is the stand on vessel. Ya I know the guy is standing on the Kite Board.

Here’s the rule:

(a) Notwithstanding anything contained in the Rules [of Part B, Sections I and II / 4 through 18], any vessel overtaking any other shall keep out of the way of the vessel being overtaken.
